The emergent EPA emission rule sets limits for pneumatic controllers installed at well sites and other locations within oil and gas facilities. The controllers are automated instruments used to maintain liquid level, pressure, and temperature of production processes and typically are powered by high-pressure natural gas. The controllers release supply gas including VOCs and methane intermittently with every valve movement or in many cases continuously as part of their normal operation.
